d.c. and prince george's county. eastern avenue closed in both directions in the 600 block because of this fire. i'll step out of the way so you can take a look. you can see all the smoke still rising from the house here. firefighters of course on the scene continuing to douse the fire with water. we're told this began in a vacant house, the taller house that you see here. they believe the fire began outside on the porch then spread into the house, up to the roof and then they say that the flames jumped from that vacant house to another house next door that was occupied. investigators say that the people who live in that home were able to get out. they are okay. there is extensive damage to their home had. what started this blaze, is under investigation. we'll see a traffic impact along eastern avenue. it is closed in all directions because of all the hose lines across the street. reporting live in northeast, megan mcgrath, news 4. also a developing story out

of mississippi. want to show you new video of a tornado that slammed the town of hattiesburg, mississippi. damaged the campus of the university of southern mississippi. the national weather service says one funnel cloud ripped through three different counties. as many as ten people were hurt, thousands left without power. but so far, police say there have been no reports of any deaths. no severe weather here. but we are waking up to some rain around the d.c. area as you saw in megan's live shot and from the city cam as well. meteorologist tom kierein tracking the showers. >> we're all wet this morning. all the roadways are wet. have an umbrella handy and leave early. this will be tapering off and generally scattered light showers after another couple of hours. right now, steady rain across northern virginia, the district into maryland. in washington, getting light rain. the areas in the yellow and orange, moderate rain in northwestern montgomery county from northwest of rockville

toward potomac and near poolsville. farther south in loudoun county near ashburn and great falls, they're getting moderate showers. farther north and east, the rest of montgomery county and most of prince george's county, a few more moderate showers, east and east of clinton. moderate showers around a the northern part of the bay. milder air is pushing into west virginia in the 40s there. shenandoah valley in the mid-30s. closer to washington, in the mid and upper 30s in montgomery, arlington, fairfax, prince george's and the district of columbia. the hometown forecast in upper marlboro, may hit the upper 50s by the afternoon. this cold rain through 8:00. then maybe a chance of a scattered shower after that into early to mid-afternoon. after that, we'll begin to dry out. a look at the rest of the day into the evening, that's coming up in ten minutes. first 4 traffic this monday morning with danella. good morning. >> good morning. tom, we'll start with the rails.

metro, marc, vre, all on schedule. no delays reported right now. over to the roadways, we check things on the dulles toll road. from the greenway connecting to the told road heading to the beltway, travel lanes are open. it is rainy. here's a look past 28. now, connecting to the beltway from the dulles toll road to the interchange in both directions of the beltway in virginia, travel lanes are open. no accidents at this time. aaron, over to you. >> thank you, danella. >> right now, it's still a cold and dark morning for thousands in the northeast who still have no power. that's after this weekend's blizzard. in just the last few minutes companies reported that the number of homes and businesses without power dropped to just below 120,000 and most of them are in massachusetts. in the meantime, the death toll stands this morning at ten. the storm dumped as much as three feet of snow from pennsylvania all the way up to maine. and some signs as well that things are getting back to normal. air and train service will be fully restored by the end of the day today.

airports in boston and new york as well as connecticut slowly restoring flight service. they say right now their schedules are close to normal will. amtrak trains running limited service between new york and boston while boston's t system is back open this morning. the developing store i have the manhunt in california. los angeles police issued a $1 million reward to anyone with information on an ex-police officer accused of murdering three people. investigators believe this surveillance video shows christopher dorner throwing away a gun, police uniform and other items after shooting two people last week. dorner was fired from the force a few years ago and police believe that he's targeting other officers as revenge. police thought they had a lead on dorner yesterday when they surrounded a home improvement store. but the tip turned out to be incorrect. today a former army staff sergeant will be honored for his heroism in afghanistan. president obama will award staff

sergeant clint row mitscha the medal of honor. he'll be the fourth to receive the medal. he will receive another honor tomorrow night. he'll be the guest of the first lady at the state of union address. we're still waiting to hear what president obama will include in tomorrow night's speech. we've learned that he will focus on creating jobs and helping the economy continue to grow. he will likely renew his call for congress to reach a short term budget deal to avoid the sequester. that's the $85 billion in automatic spending cuts that will take effect march 1st if congress and the white house can't reach an agreement on a budget. >> the president believes and i agree, within tax reform, we can find additional savings over the next ten years. use that to move towards deficit reduction and still keep the economy moving forward. >> i want reductions in spending that make sense. these indiscriminate reductions do not make sense and we're going to hurt a lot of people. and it's up to the president

really to act now. >> president obama has urged congress to come up with a short term fix by the end of the month until lawmakers can reach a more extensive budget plan. vice president joe biden heads to philadelphia today for more input on cracking down on gun violence. he'll meet with law enforcement agent as well as congressional leaders from pennsylvania. the vice president has bnt obama administration's point person for the debate over gun control in recent weeks. we're tracking breaking news out of russia this morning after an overnight mining accident. >> also ahead, not the attention they wanted. the tough questions some of the world's big approximate he's tech companies are being asked to answer. plus, the images are dramatic, but we'll look at whether this latest light show from the sun will have any impact on us from earth. morning showers as you head out the door. how long the rain will stick around and the impact the weather will have on your

check out this cute little rescue. firefighters in florida got an unusual rescue call sunday. a woman walking a dog called 9-1-1. reporting that a group of ducklings had slipped through the cracks in a street grate and were trapped in the sewer. firefighters brought a ladder and went into the sewer 15 feet underground. they were rounded up and all eight were taken away.

i'm angie goff with breaking news. the death toll is rising in russia after a mine explosion. ten people are dead now. seven others feared trapped. right now, nearly 300 rescuers are searching for the missing men. this is in the northern part of the country. officials said that 23 men were in the mine at the time of the blast. four were able to escape. officials believe a buildup of methane gas triggered the blast. nine people died in two separate mine accidents in the country. i'm angie goff, news 4. we're following developments in a deadly stampede in india. the death toll has risen to 36 at the train platform. thousands were home from a festival when a railway official

announced a last minute platform change. as people rushed to the new platform, a footbridge collapsed causing the stampede. millions were taking part in the hindu festival that happens every 12 years. two cars fly off a california cliff. san joez fire crews rescued two people from a vehicle that fell 150 feet off a cliff into a ravine. one passenger was able to climb out of the car. the other trapped for 2 1/2 hours before fire crews could get to them. both are expected to survive. authorities in california are trying to figure out what caused a helicopter crash that killed three people. the crash happened early sunday morning while the crew on the chopper was shooting video for a new discovery channel reality show. discovery says it was for a military-themed show that has not been announced yet. a hearing to determine whether the government has been listening in on conversations between prisoners charged in the 9/11 attacks and their

attorneys. the questions first arose after a hearing last month in guantanamo bay. the sound system in the courtroom cut out. turns out a government agent listening in from outside the courtroom cut the sound to prevent the potential release of classified information. now the lawyers want to know if the government has been listening in on other conversations that could o violate the attorney-client privilege. friend and family will pay tribute to -- thousands expected to attend a memorial service at cowboys stadium in dallas for chris kyle. kyle, who also wrote the best selling book "american sniper" was killed at a texas gun range last weekend. he was 38 years old. parents in a san diego suburb from on edge after students sent a threatening e-mail to administrators. a seventh grader wrote a letter threatening to shoot and kill a twin peaks middle school teacher and 23 other students. after identifying the student,

police confiscated several rifles, hand guns and computers from the boy's home. another threat was reported in washington state. a middle school student made a kill list naming ten other students in eatonville. parents were immediately notified. after the tragedy at sandy hook, all threats will be taken seriously. australia lawmakers summoned some of the biggest tech companies to a hearing about the pricing that they use in that countriment lawmakers will ask apple, microsoft and adobe while australians have to pay more than other countries for the same products. australians pay on average 73% more than the u.s. on itunes downloads and 232% more on computer game downloads. the hearing is expected to happen sometime next month. in news 4 your health, the teen birth rate is the lowest on record. researchers found that 8% drop in teen birth between 2010 and

2011. the teen birth rate has been falling since it peaked in 1991. fewer women in their 20s had babies and more women in 30s and early 40s had babies. the premature birth rate has also dropped. exercise may reduce the risk of developing prostate cancer in some men. in north carolina, they found white men who exercised the most were significantly less likely to get prostate cancer. however, they did not find a link among african-american men. no word on whether researchers studied other ethnic communities. the most advanced new satellite into space. the land sat data continuity mission will blast off from california. nasa calls it the most advanced and capable spacecraft of its kind ever built helping to monitor environmental change and natural resources. it's about the size of an suv and will likely be in orbit for

many years. once it's in space, the u.s. geological survey will take over operations. take a look at these photos. nasa says a solar flare happened over the weekend. it sent particles in the earth's direction. that likely isn't enough to pose a threat. they call the eruption minor but long in duration. nasa says the biggest effect here will likely be auroras near the north and south pole. >> the auroras are beautiful to see. we benefit in that way for sure. >> for sure. let check had with tom kierein for a look at all the rain coming down. tom? >> yes, we've had a tenth to quarter of an inch of rain late last night. raining lightly in washington right now. we can see the jefferson memorial from the hd city camera. we've had a lot of the rain tapering off across northern virginia, the district into maryland. you see the areas in yellow and

orange raining harder. right now in northern virginia, fairfax, loudoun, prince william, stafford, spotsylvania, just scattered light rain. a little bit of light rain, just sprinkles now in washington. prince yorjs county, sprinkles. a little bit of light rain in charles county. northern part of prince george's county, it stretches west into montgomery county. all the rain is moving to the north and east. as we look at temperatures. right now, well above freezing but it's cold. it's only in the 30s. so you need a winter coat and umbrella. mid and upper 30s in prince george's, arlington, fairfax and montgomery. it will warm up nicely by this afternoon. ought to hit the 50s much of the region. occasional rain this morning tapering off by early afternoon. may have sun breaking out. 30s overnight as we clear out by dawn tomorrow. during the day on tuesday, up near 50. we'll have a bit of a blustery wind out of the northwest. on wednesday, we might get a bit of a wintry mix.

close to schedule. aaron. this morning, injured ski champion is recovering from surgery. von shredded two ligaments last week when she wiped out in the championships in austria. her doctors say the surgery was success fell. they expect a full recovery. the 28-year-old hopes to be healed in time to compete in the winter olympics next year in sochi, russia. terps fans may want to forget yesterday's game in virginia. the cavaliers crushed maryland 80-69. uva tried 19 three-pointers and made 11 of them. they drop to 17-7 overall. they're off until next saturday when they take on duke in the comcast center. man's best friend competes for top dog. the westminster kennel club dog show kicks off at madison square garden in new york. this year's event will showcase more than 2700 pooches from all

breaking news out of northeast washington now at 5:28. a house fire on the d.c.-maryland border. news 4's megan mcgrath is live with more. megan, good morning to you. >> reporter: good morning, eun. no injuries in this fire. that's good news. we are seeing a traffic impact this morning and it might impact rush hour as we continue to go forward here. let me step out of way. you can see this fire is just off of eastern avenue. of course, a major commute around here. it began in -- >> all right. we're having trouble with megan's microphone. again, firefighters are on the scene of a ous fire in northeast washington near the maryland and d.c. border. you can see firefighters on the scene dousing the house with water. as we understand, at this

utility crews restored power to all but 120,000 homes and businesses. most outages were in massachusetts. transportation leaders hope to fully restore air and rail travel by the end of today. the storm is being blamed for ten deaths including an 11-year-old boy who died from carbon monoxide poisoning because the exhaust pipe of the car he was in was blocked by snow. closer to home, you want to grab your umbrella. rain in the d.c. area. question is, how long will it last. and when might you get more wintry weather. storm team 4 meteorologist tom kierein. >> we're getting a cold rain right now. it's been moving in since last night. a tenth of an inch to quarter of an inch. allow yourself extra time as you head out the door. have an umbrella handy. this is moving southwest to northeast out of west virginia into the district and in maryland. right in washington, light sprinkles. a little bit of fog. getting more moderate pockets of

now with more, tracie, good morning to you. >> good morning to you. the white house says the president will talk about gun control and immigration reform and clean energy. the focus will be the middle class an jobs. president obama expected to get back to basics. the white house says. the growing economy, about 1.4% according to the cbo, the congressional budget office. 7.5% unemployment. won't go over that, they think. republicans want to hear the president talk about smarter spending cuts. president obama expected to urge congress to do something to prevent those automatic budget cuts coming in march. >> this thing is going to put 600,000 people out of work and we're talking cops, we're talking teachers. >> we've got to avoid it. we've got to stop it. >> let's sit down and do this in a thoughtful manner. let's include revenue. >> revenue, republicans resisting that. it happened during the fiscal cliff deal. if revenue means more taxes or

higher taxes, republicans are already saying no deal. eun? >> tracie potts live on capitol hill for us. thank you. >> president obama also continues to clash are republicans over september's deadly attack on the u.s. consulate in benghazi libya. south carolina senator lindsey graham is threatening to hold up senate confirmations of the president's picks to lead the pentagon and cia unless the white house releases more information about the attack. the obama administration has not commented on graham's threat. jury selection begins in the trial of a man federal agents call one. most dangerous men ever in prince george's county. prosecutors say jason scott killed two mothers and daughters in 2009. scott is already serving time for a crime spree that police say included burglaries, home invasions and a sexual assault. they say he used the computer at the ups facility where he worked to target his victims. new developments in the murder case of a 15-year-old chicago teen gunned down after performing at an inauguration

event in d.c. two people are in custody in chicago for questioning of the murder of hadiya pendleton. she was shot a mile away from the familiar -- the two suspects were pulled over early sunday. no formal charges have been filed. police in los angeles are offering $1 million for information on ex-officer christopher dorner who is suspected of murdering three people. police surrounded a home improvement center because someone reported seeing him there. other lapd officers are in danger as dorner's manifesto explains he's taking revenge for being fired a few years ago. dorner may be on the run, you he's attracted attention from at least one hollywood star. charlie sheen reached out to the ex-lapd cop pleading with him to call him so they can figure out together how to end this. dorner mentioned sheen in his manifesto saying he thought the former 2 1/2 men star was awesome. dorner made mentions of first

the carnival cruise ship triumph is stranded off the coast. want to show you where this is going on. a tugboat making its way to the ship. it's in the gulf of mexico about 150 miles from the yucatan peninsula here. no one is hurt. about 4,000 people are on board. the ship is running on emergency power and is getting supplies from another cruise ship on the scene there. the triumph, it's next two trips next week are canceled. five crew members die and three others injure in a lifeboat. the crew was doing a safety drill when the cables snapped. that caused it to flip and plunge into the water. none of the 1400 passengers on board was hurt. joe paterno's family is making another push to clear the late football coach's name. the family released a report

that looks at louie freeh's investigation of the jerry sandusky sex abuse scannel. former attorney general contributed to the report. he said the investigation was a rush to injustice. >> the fact of the matter is, there was no conspiracy. there was no evidence of any conspiracy much there's no evidence that anybody at mr. paterno's instigation was asked to not report things or told to cover up things. as i said, he was the one who reported the 1991 incident to the authorities. there you go. >> freeh stands by his report and you can see dick thornburgh's entire interview with news 4 on nbcwashington.com. you'll see a link to it in the top video section. today a memorial for victims of domestic violence. the maryland network against domestic violence holds it 25th annual memorial service tonight. it calls attention to the problem of domestic violence while focusing on changing laws to help victims.

according to the group, between 2011 and 2012, 49 people died in maryland from domestic violence, three of which were children. the event is at 7:00 at the ledgislative services building n annapolis. 18-year-old tashaun a jones told prince george's county police she was robbed while walking home last week. surveillance video told another story. she admitted to lying because she owed a relative money. there have been three other robberies on or near the university of maryland campus in the past two weeks. police are offering $25,000 to anyone who can help solve the murder of a 71-year-old woman. officers found 71-year-old geraldine joyce mcintire inside her capitol heights home on saturday. she had trauma to her upper -- to her body and took her to a local hospital where she died. neighbors are shaken up over the tragedy saying they don't feel

safe anymore. >> not be comfortable where you live. you know that it could happen so close. i feel sorry for the family. >> detectives collected more evidence from the home and handed out flyers in the area yesterday. neighbors say mcintire lived with her daughter and that they were both disabled. if you have any information about this crime, please contact prince george's county police. 5:48 right now. a local church congregation left in the cold after thieves ripped the heat pump out of their building. members of the gloria delutheran church in arnold, maryland have been without heat for two weeks. police are still looking for the suspects. the church is waiting on word from the insurance company and the congregation is trying to raise money. >> we're making due. it was a tragic loss to us. for us, for the church and also for the community. >> for now an emergency heat

system keeps key parts of the church warm enough to use. it will take tens of thousands of dollars to replace the pumps. virginia governor bob mcdonnell will try to sell his transportation plan to people in our area. he'll be at mclean to lay out the impact his plan will have on northern virginia. the governor wants to eliminate the gas tax and raise sales tax to raise money for transportation projects. it would raise vehicle registration fees. senate democrats blocked the plan last week. a senate committee will now take up the house verse of the bill. some virginia state employees may see hours cut. state agencies are being told to reduce part-time workers' hours to no more than 29 a week. that's because the new federal health care reform law requires employees who work at least 30 hours a week to receive health insurance coverage. state agencies are still figuring out what jobs part-time workers are doing and whether they should work more than 30

tries to get the dreamliner back in service for airlines around the world. cnbc's shartia brantley is live with that story and more news for your money. shartia, good morning. >> good morning, aaron. boeing plans more test flights of the 787 dreamliner jet this week. the company conducted what it called an uneventful two-hour flight in seattle on saturday. they had a crew of 13, including pilots and testing personnel. the data collected was part of the investigation into the battery-related event that led to the worldwide grounding of the 787 last month. that's led to millions of dollars in losses for some airlines. united airlines is the only u.s. carrier with the dreamliner in its fleet. google chairman eric schmidt is cashing in. he's filed to sell roughly 42% of his stake in the internet search giant which could net him about $2.5 billion. schmidt will spread the sale out over a year to reduce the market
